Algeria to promulgate law criminalizing acts prior to people travel to conflict zones

CAIRO – Minister of Justice Tayeb Louh said Thursday in Cairo that Algeria will shortly reinforce law on combating terrorism by promulgating law criminalizing all acts prior to people travel in conflict zones.

In his speech at the 31st meeting of the Arab Justice Ministers Council, Louh said « the Algerian law will be reinforced soon by the enactment of a law that criminalizes all acts prior to people movement to conflict areas as well as acts of propaganda and incitement to hatred for fighters’ recruitment through the Internet or other means of communication. »

« Terrorism is the greatest threat to the security of our Arab nation because of its relationship with the internal and external factors which feed this phenomenon and contribute to its proliferation and its roots, » he added.

The Arab nation is also « faced with extremist doctrinal references that confer legitimacy to the vilest terrorist acts, placing the struggle against terrorism atop of priorities, » the minister said.

« Despite all the national and regional efforts, today we are witnessing the resurgence of terrorism which attracts many young people to take them to conflict zones.

They are influenced by the destructive propaganda conducted by terrorist groups by all means, including new information and communications technologies, » Louh added.

In this regard, the Minister called for the development of approaches to make the Council decisions more effective, which will allow the Arab League to contribute

actively in the development of an international legal system that safeguards the interests of the Arab world, its stability and security. »

« Therefore, we can launch a reflection to hold a biennial special session and a regular meeting which will be devoted to evaluation the effective implementation of the agreements of the Council, including counter-terrorism convention, » advocated Minister.
